An Emergency Certificate (EC) is a one-way travel document only. It allows you to travel to India when you have no valid passport. Once you arrive in India, your existing passport is cancelled. You must apply for a new passport in India before you can return to the USA. Do not travel on an EC without a plan to renew your passport in India.
An EC can be issued to an Indian national who has no valid passport due to loss, damage, or expiry, and where a new passport cannot be issued immediately. It is issued after cancellation of the existing passport. On arrival in India, the holder must contact the concerned Passport Issuing Authority for a new passport.
